Eldon J. Teper
Eldon Teper brings over thirty years of industry administration experience to the Avalon Health Care Group. He has developed an industry-wide reputation for quality care management, financial acumen and the ability to build or reorganize institutional infrastructures for optimal performances. He is skilled in recruiting and training qualified and talented administrators, nursing personnel and professional staff. His years of experience have provided Mr. Teper with knowledge of Federal and multi-state reimbursement systems and licensing requirements. He has cultivated a network of positive relationships with licensing officials, surveyors and health care professionals.
Starting in 2004, Mr. Teper led the recovery of previously struggling Rehabilitation Centre of Beverly Hills. He achieved significant quality improvements by implementing improvement programs in nursing, diet, activities, housekeeping and maintenance. He terminated a poor performing $2 million annual rehabilitation contract and improved quality of services and compliance with Medicare regulations.
As chief operating officer for Country Villa Health Services from 1995 to 2004, Mr. Teper was responsible for directing operational areas of 20 skilled nursing facilities, 6 assisted living centers and 3 hospital-based skilled nursing management contracts—representing a total of 2,500 beds throughout California. During his tenure, revenue was doubled in the space of four years, 11 skilled nursing facilities and 5 assisted living centers were acquired, and operating policies and procedures were restructured for increased efficiency.
From 1992 to 1995, Mr. Teper was responsible for Medicare operation in 83 skilled nursing facilities for Regency Health Services in California. He also oversaw clinical services in 29 specialized units, including Alzheimers, AIDS, Subacute Nursing and Ventilator care.
Eldon Teper has held key administrative positions at Hallmark Health Services, Care Enterprises, Beverly Enterprises and Huntington Health Services. At each position he was responsible for the operation of multiple facilities. He was able to increase profits, reorganize administrative staff positions and implement special programs. As administrator of Care West – South Bay Nursing Center, he received the President’s Award and was singled out as the 1988 Administrator of the Year from among 125 corporate administrators.
Mr. Teper received a B.A. degree in sociology from California State University, Los Angeles in 1975. He followed this with a M.S. degree in Gerontology from the University of Southern California in 1977. Mr. Teper became a registered nurse in 1981, adding to his unique qualifications as a health care administrator.
